New settings: Pick up/Drop off outside your state

Two new settings have been added to the Settings screen:

1. Pick up outside your state: ON/OFF
The setting specifies if you want to pick up a passenger outside your state.
The reason for this setting is that some drivers want and are allowed to take rides with the pickup location outside their home state, and some are not.

2. Drop off outside your state: ON/OFF
The setting specifies if you want to drop off a passenger outside your state.
The reason for this setting is that in some areas there are huge traffic and significant tolls across the state boundaries, so some drivers do not want to receive rides with the drop-off location outside their home state.
